The transport department has announced stricter vehicle fitness guidelines aimed at eliminating the issuance of illegal fitness certificates and improving road safety standards. The revised framework tightens compliance requirements for commercial vehicles undergoing periodic fitness tests to ensure only roadworthy vehicles remain in operation.

Under the updated regime, enforcement agencies will apply more rigorous checks on commercial vehicles, including goods carriers and passenger transport vehicles, during fitness inspections. The changes focus on standardising procedures, implementing tighter documentation audits, and enhancing scrutiny of emission and safety parameters. Vehicles that fail to meet prescribed technical criteria will be barred from renewal of their fitness certification until corrective action is verified.

Transport authorities flagged growing concerns over a subset of fitness testing centres and intermediaries that have been found to issue certificates without comprehensive inspections. Such malpractice undermines road safety by allowing unfit vehicles to continue plying on public roads, increasing the risk of accidents due to mechanical failures and elevated emissions.

Officials have directed all regional transport offices and designated fitness centres to adhere strictly to the revised guidelines. This includes ensuring that fitment tests for brakes, steering systems, lighting, tyre conditions and exhaust emissions are conducted under supervised protocols. Detailed inspections of vehicle logs, maintenance records and previous fitness reports will also be undertaken as part of the verification process.

The crackdown extends to digital record keeping. Enforcement agencies will cross-verify electronic fitness test submissions with physical inspection results to detect discrepancies and potential fraud. Transport departments have emphasised that any deliberate manipulation of records or collusion with third parties to secure unmerited fitness certificates will attract punitive actions, including suspension of testing centre licences and penalties for errant officials.

The transport ministry has underscored that sound vehicle fitness standards are critical to reducing mechanical breakdowns on highways and lowering the incidence of road accidents involving commercial vehicles. Regular and thorough inspections help identify defects such as brake failures, steering issues and poor tyre conditions before they escalate into safety hazards.

The revised guidelines also aim to boost confidence among road users and operators by enhancing transparency in the fitness certification process. Fleet owners will be required to maintain up-to-date maintenance and repair documentation as part of compliance, making it easier for inspectors to assess vehicle condition accurately.

Transport authorities noted that tightening fitness norms aligns with broader national efforts to improve road safety outcomes and environmental performance. Commercial vehicles that are not regularly inspected for emissions can contribute disproportionately to air pollution, and the revamped checks are expected to improve adherence to emission standards.

The implementation of the stricter guidelines will be monitored through periodic audits of fitness centres and transport office activities. Authorities have also urged stakeholders to report irregularities in the fitness certification process to designated helplines and grievance redressal mechanisms.

By strengthening oversight and reducing opportunities for illegal certifications, the transport department seeks to ensure that only mechanically sound and compliant vehicles remain in service. The move is part of a wider push to enhance road safety, reduce accidents, and improve the overall quality of public and freight transportation.
