Revolutionary Vehicle Registration Reform: Government Moves to End Mandatory RTO Visits

The central government on January 25, 2026, announced a major reform in the vehicle registration system, allowing citizens to complete most registration-related services fully online, effectively eliminating the need for physical visits to Regional Transport Offices (RTOs). The move aims to simplify procedures, reduce waiting time, and improve transparency in vehicle ownership processes across India.

Under the new system, key services including vehicle registration, ownership transfer, address change, and issuance of duplicate registration certificates can now be completed digitally through Aadhaar-based authentication and the government’s Parivahan portal. Officials said this reform is designed to provide a faster, paperless, and contactless experience for vehicle owners, while also reducing congestion and administrative burden at RTO offices.

The Ministry of Road Transport and Highways said the initiative will significantly improve ease of doing business and public convenience by enabling applicants to submit documents, verify identity, make payments, and track application status entirely online. Physical visits will only be required in limited cases involving inspections, special approvals, or exceptions where Aadhaar-based verification is not feasible.

Transport officials said the reform is part of a broader digital transformation agenda aimed at modernising India’s road transport administration. By integrating vehicle databases with national digital identity systems, authorities expect faster processing, reduced scope for middlemen, and greater accountability across services. The government also expects the move to cut down processing time from several days to a few hours for routine registration-related tasks.

Automobile dealers and industry bodies welcomed the decision, stating that seamless digital registration will significantly enhance the vehicle-buying experience. They noted that customers will now be able to complete the entire purchase and registration process at dealerships or from their homes, without repeated visits to RTOs, reducing delays and paperwork.

Officials added that the nationwide rollout will be supported by upgraded IT infrastructure, enhanced cybersecurity measures, and real-time data integration across states. The government said continuous monitoring will ensure system reliability and user convenience, while further digital reforms in driving licence, permit, and compliance services are also under active development.
